Former assistant director of Jefferson Parish department alleges wrongful demotion

NEW ORLEANS – A Jefferson Parish employee alleges she was wrongfully demoted from her position.

Katherine P. Costanza filed a complaint on Dec. 21 in the U.S. District Court for the Eastern District of Louisiana against Jefferson Parish, Jefferson Parish Personnel Department, The Jefferson Parish Department of Environmental Affairs, et al. alleging wrongful demotion.

According to the complaint, in 2006, Costanza was promoted to assistant director of the Department of Environmental Affairs and then demoted to administrative management specialist IV, Division of Public Words Administration in 2015. The plaintiff alleges that as a result of defendants' negative employment actions, she will suffer enormous loss of future earnings which will have a devastating effect on her retirement pension and benefits and harm to her reputation and integrity.

The plaintiff holds Jefferson Parish, Jefferson Parish Personnel Department, The Jefferson Parish Department of Environmental Affairs, et al. responsible because the defendants allegedly subjected her to adverse employment actions, demoted her from her position and denied her constitutional protected right to due process.

The plaintiff requests a trial by jury and seeks award for monetary damages, declaratory and injunctive relief and all other remedy that she may be entitled. She is represented by Stephen H. Shapiro in New Orleans.
