Alvin Joseph Vicknair, Jr. has filed a lawsuit against the United States District Court for the Eastern District of Louisiana, represented by Clerk Carol L. Michel and Deputy Clerk A. Johnson. The case, identified as CV 24-707 “E” (2), was filed on April 24, 2024 in the International Common Law Court of Justice.

Vicknair, who identifies himself as a natural sovereign individual, alleges that the Louisiana Eastern District Court exceeded its jurisdiction and trespassed on his various rights including sovereign inherent rights, inalienable rights, constitutional rights, civil rights, preemptive rights and subscription rights. He also accuses the court clerks of failing to file an accusatory instrument on April 10, 2024 which he believes constitutes a violation.

The plaintiff further claims that these actions are in violation of the Federal States of the Union Treaty of 1868 and the Constitution for the United States of America. He is particularly critical of what he refers to as "Napolenis Code Government" treasonous overt acts.

Vicknair is seeking for the jurisdiction of the Eastern District of Louisiana Court to be challenged and proven to exist according to law. He cites several cases such as Stuck v. Medical Examiners and Maine v. Thiboutot among others to support his argument that jurisdiction must be documented and proven before a cause may proceed in courts.
