  Gulf Coast Chemical accuses Monforte and Texican of not paying bills

  NEW ORLEANS – A Louisiana firm says Monforte Exploration and Texican Crude haven’t paid an outstanding debt of over $50,000 for tanks and chemicals it supplied in connection with mineral exploration and production on the Outer Continental Shelf.
