Man accuses Calcasieu Parish Sheriff's Office, others of false arrest

LAKE CHARLES – A Sulphur man alleges he was falsely arrested by law enforcement in 2016.

Carol J. Vincent filed a complaint on April 26 in the U.S. District Court for the Western District of Louisiana, Lake Charles Division against city of Sulphur, Calcasieu Parish Sheriff's Office, Ernest Barkate, Lawrence Edward Knicks and Robert Louviere Sr. alleging that they violated the Fourth, Fifth and 14th Amendments to the U.S. Constitution.

According to the complaint, the plaintiff alleges that he was arrested on April 27, 2016, at a library on charges of simple battery stemming from an April 17, 2016, incident at a McDonald's. The plaintiff holds the city of Sulphur, Calcasieu Parish Sheriff's Office, Barkate, Knicks and Louviere Sr. responsible because the defendants allegedly conspired to falsely charge, arrest and imprison plaintiff without probable cause.

The plaintiff requests a jury trial and seeks punitive damages, fees, costs and expenses and such other further and general relief. He is representing himself.
