LOUISIANA GOVERNOR'S OFFICE: Gov. Edwards Announces Boards and Commissions Appointments

Louisiana Governor's Office issued the following announcement on Dec. 18.

Gov. John Bel Edwards announced his appointments to several Louisiana boards and commissions.

Louisiana Commission on HIV, Aids, and Hepatitis C Education, Prevention, and Treatment

The commission researches and reviews all the state regulations, guidelines, policies, and procedures relative to the prevention of Hepatitis C, HIV infection, and AIDS and makes recommendations to the governor, the Louisiana Department of Health and the legislature.

Randy L. Lavespere M.D. of Baton Rouge was appointed to the Louisiana Commission on HIV, Aids, and Hepatitis C Education, Prevention, and Treatment. Lavespere will serve as the designee of the Secretary for the Louisiana Department of Public Safety and Corrections.

Parish Boards of Election Supervisors

The purpose of the board in each parish is to oversee and supervise all elections within the parish to ensure the safety and accuracy of the democratic process. The Board of Election Supervisors oversees the preparation and conducting of each election in the parish. Each parish’s board is composed of the parish’s registrar of voters, the parish’s clerk of court, the chairman of the parish executive committee of each recognized political party, and one member appointed by the governor.

Jerrl L. Thompson of Crowley was appointed to the Parish Boards of Election Supervisors. Thompson is a retired farmer and will serve as the election supervisor of Acadia Parish.

Louisiana State Board of Dentistry

The mission of the Louisiana State Board of Dentistry is to protect the public by regulating the professions of dentistry and dental hygiene in Louisiana in accordance with the Dental Practice Act.

David G. Baughman D.D.S. of Houma was appointed to the Louisiana State Board of Dentistry. Baughman is a surgeon at the Oral-Facial Surgical Center and will represent the 2nd Dental Board District.

Donald P. Bennett D.D.S. of New Orleans was reappointed to the Louisiana State Board of Dentistry. Bennett is the owner of his own dental practice in New Orleans. Bennett will represent the 5th Dental Board District and hold seat B.

JoElle R. Breaux R.D.H. of Lafayette was appointed to the Louisiana State Board of Dentistry. Breaux is a dental hygienist at Periodontics Associates and will represent dental hygienists.

Griffin L. Deen Jr., D.D.S. of Covington was appointed to the Louisiana State Board of Dentistry. Deen is the owner of a dental practice and will represent the 6th Dental Board District.

Thrive Academy Board of Directors

The mission of the Thrive Academy Board of Directors is to provide its students with a world-class education in a holistically nurturing family-like residential environment.

Richard H. Hartley of West Monroe was appointed to the Thrive Academy Board of Directors. Hartley is the education policy advisor with the Office of the Governor.

State Board of Examiners of Interior Designers

The practice of Interior Design is regulated by the Board in order to protect the public health, safety, and welfare. The Board accomplishes this mission by ensuring that those entering the professional practice of Interior Design meet and maintain the qualifications, standards and professionalism required to competently practice their profession in Louisiana.

Heidi E. Meibaum of Covington was appointed to the State Board of Examiners of Interior Designers. Meibaum is an interior designer and sales manager at Workplace Solutions and will represent the International Interior Design Association.

Louisiana Licensed Professional Counselors Board of Examiners

The Licensed Professional Counselors Board of Examiners is responsible for the regulation of Provisional Licensed Professional Counselors or PLPCs (formerly Counselor Interns), Provisional Licensed Marriage and Family Therapists or PLMFTs (formerly MFT Interns), Licensed Professional Counselors or LPCs, and Licensed Marriage and Family Therapists or LMFTs.

Kristal K. Hebert of Morgan City was appointed to the Louisiana Licensed Professional Counselors Board of Examiners. Hebert is the executive director of the Arc of St. Mary and will serve at-large.

Nakeisha L. Pierce of Lafayette was reappointed to the Louisiana Licensed Professional Counselors Board of Examiners. Pierce is the program director for Functional Family Therapy and will serve as a licensed professional counselor.

Residential Building Contractors Subcommittee

The Residential Building Contractors Subcommittee serves to protect the general public from incompetent and fraudulent acts of residential contractors while promoting the integrity of the construction industry.

Doreen D. “Dodie” Adams of Mandeville was appointed to the Residential Building Contractors Subcommittee. Adams is the treasurer at Integrity Builders. Adams was nominated by the Louisiana Homebuilders Association and will represent the 1st Congressional District.

James C. Fine of Bossier City was reappointed to the Residential Building Contractors Subcommittee. Fine is the owner of James Fine Custom Homes. Fine was nominated by the Louisiana Homebuilders Association and represents the 4th and 5th Congressional Districts.

Frank W. Morse Jr. of Belle Chasse was reappointed to the Residential Building Contractors Subcommittee. Morse is the owner of Morse Homes. Morse was nominated by the Louisiana Homebuilders Association and will represent the 2nd Congressional District.

Grand Isle Independent Levee District

The Grand Isle Independent Levee District's mission is to build and maintain levees to protect people and property in and around Grand Isle.

Kelly J. Besson Sr. of Grand Isle was reappointed to the Grand Isle Independent Levee District. Besson is the captain of the Grand Isle Fire Department.

Mayor David J. Camardelle of Grand Isle was reappointed to the Grand Isle Independent Levee District. Camardelle is the Mayor of Grand Isle.

Louisiana Liquefied Petroleum Gas Commission

The Louisiana Liquefied Petroleum Gas Commission’s mission is to promulgate and enforce rules that allow for the safest possible distribution, handling, and usage of liquefied petroleum gases and anhydrous ammonia, necessary for the protection, safety, and security of the public. The commission accomplishes this through inspections of storage facilities and equipment, as well as examination of personnel engaged in the industry.

Francis T. “Todd” Thompson of Baton Rouge was appointed to the Louisiana Liquefied Petroleum Gas Commission. Thompson is retired and will serve at-large.

Louisiana State Board of Social Work Examiners

The Louisiana State Board of Social Work Examiners exists to safeguard the public health, safety, and welfare of the people of this state against unauthorized, unqualified, and improper practice of social work though a proper regulatory authority.

Carla H. Moore of Grambling was appointed to the Louisiana State Board of Social Work Examiners. Moore is a retired social worker and will serve as a person who is a Licensed Master’s Social Worker.

New Orleans City Park Improvement Association

The New Orleans City Park Improvement Association's mission is to establish fees, rents, charges, admissions, or fares to manage the park or any of its facilities. The Improvement Association is also in charge of making an annual report to the legislature and to prepare and make available specific goals and objectives.

Paul M. Sterbcow of New Orleans was appointed to the New Orleans City Park Improvement Association. Sterbcow is a managing member at Lewis, Kullman, Sterbcow, and Abramson.

Louisiana Statewide Independent Living Council

The Louisiana Statewide Independent Living Council (SILC) was established by the Rehabilitation Act of 1973 to support the efforts of our citizens with disabilities who live independently in the community of their choice. SILC works to maximize the leadership, empowerment, independence, and productivity of individuals with disabilities by facilitating integration and full inclusion into the mainstream of American society.

Mitchell L. Granger of Lake Charles was reappointed to the Louisiana Statewide Independent Living Council. Granger is executive director at the Southwest Louisiana Independence Center. Granger was nominated by the directors of centers for independent living within the state.

Eleanor R. Murrell of Denham Springs was appointed to the Louisiana Statewide Independent Living Council. Murrell is the program coordinator at the Louisiana Rehabilitation Services and will serve as a nonvoting member.

Louisiana Motor Vehicle Commission

The Louisiana Motor Vehicle Commission is responsible for regulating and licensing motor vehicle manufacturers, distributors, dealers and lessors who do business in Louisiana. It is responsible for maintaining the economy, public interests and public welfare as respect to motor vehicles.

Scott A. Courville of Pineville was appointed to the Louisiana Motor Vehicle Commission. Courville is the general manager at Loewer Power Sports. Courville will represent the 6th motor vehicle district. Courville will also serve as a member who primarily engages in the business of motorcycle sales.

Louisiana Used Motor Vehicle Commission

The Louisiana Used Motor Vehicle Commission licenses and regulates used motor vehicle dealers and salespersons, motor vehicle crushers, dealers of used parts and accessories, and automotive dismantlers and parts recyclers. The Commission also investigates consumer and dealer complaints.

Travis W. Brown of Ferriday was appointed to the Louisiana Used Motor Vehicle Commission. Brown is the president of Xpress Recycling and will serve as a licensed automotive dismantler or parts recycler.

Louisiana Agricultural Finance Authority

The Louisiana Agricultural Finance Authority has the power to provide financial assistance to the Louisiana agricultural community. It has financed, constructed, and owns most of the office buildings and supporting facilities utilized by the Department of Agriculture.

Devin A. Davis of Ruston was reappointed to the Louisiana Agricultural Finance Authority. Davis is the branch manager of Southern AgCredit and was nominated by the President of the Senate.

Wilbert J. “Bill” Waguespack Jr. of Thibodaux was reappointed to the Louisiana Agricultural Finance Authority. Waguespack is a farmer and was nominated by the President of the Senate.

Pilotage Fee Commission

The Pilotage Fee Commission exists to establish and fix rates and fees charged by commissioned river pilots working on the Mississippi and Calcasieu rivers in the State of Louisiana.

Shawn P. Gibbs of New Orleans was appointed to the Pilotage Fee Commission. Gibbs is a river port pilot with the Crescent River Port Pilots’ Association. Gibbs will serve as an alternate and will represent Crescent River Port Pilots’ Association.

Louisiana Fire and Emergency Training Commission

The mission of the Louisiana Fire and Emergency Training Commission is to advise and provide guidance to LSU Fire & Emergency Training Institute relative to the conduct of training programs and performance of the university's functions.

Brandon J. Davis of Belle Chasse was appointed to the Louisiana Fire and Emergency Training Commission. Davis is an Emergency Response and Security Team Leader at Phillips 66 and will serve as a person with knowledge and experience active in the field of industrial fire and emergency services.

Bryan J. Adams of Gretna was appointed to the Louisiana Fire and Emergency Training Commission. Adams is the Director of Fire Services for Jefferson Parish and will serve as a person currently in active service with a Louisiana fire department who was active for at least ten years.

Louisiana State Board of Practical Nurse Examiners

The mission of the LSBPNE is to protect the health, safety and welfare of the public by providing reasonable assurance that persons who practice practical nursing are competent, ethical practitioners with the necessary knowledge, skills and abilities appropriate to the title and role of the licensed practical nurse.

Gwendolyn M. Dunn of Loreauville was reappointed to the Louisiana State Board of Practical Nurse Examiners. Dunn is a licensed practical nurse at Dauterive Hospital in New Iberia and will represent the Louisiana Federation of Licensed Practical Nurses.

Albertha R. Prince of Scott was reappointed to the Louisiana State Board of Practical Nurse Examiners. Prince is a licensed practical nurse and a neurology nurse at Our Lady of Lourdes Neurology Center in Lafayette. Prince will represent the Louisiana Hospital Association.
