Transgender teacher accuses Caddo school board of discrimination

A transgender teacher is accusing the Caddo Parish School Board of discrimination.

Blaine Boline Banghart Broussard filed a complaint in federal court against the Caddo Parish School Board for alleged discrimination.

Broussard, who lives in Shreveport, claims they have been discriminated against based on their gender identity. Assigned female at birth, Broussard has identified as male from an early age and publicly transitioned from female to male in 2022.

The plaintiff holds a bachelor's degree in music education from Northwestern State University and is certified by the Louisiana Department of Education to teach both vocal and instrumental music in Kindergarten through 12th grade. In August 2017, Broussard was employed by the Caddo Parish School Board as a music teacher at University Elementary School.

The complaint says Broussard received varying effectiveness ratings during their employment with the school board. However, due to their transition, they believe they have been unjustly evaluated leading to loss of potential tenure.
