DeRidder pet owner alleges deputy fired at dogs when trying to capture them

LAKE CHARLES — A DeRidder pet owner is suing a Beauregard Parish sheriff and deputy, citing alleged unlawful use of deadly force and illegal seizure.

John Arthur Williams filed a complaint in the U.S. District Court for the Western District of Louisiana Lake Charles Division against Ricky L. Moses, sheriff of Beauregard Parish, and Edward Propst, Beauregard Parish sheriff's deputy, alleging that they violated the Fourth and 14th amendments of the Constitution.

According to the complaint, the plaintiff alleges that on Feb. 20, he suffered emotional distress for loss of property, loss of sense of security and trust for law enforcement and medical expenses after an deputy used lethal force when responding to a call about his dogs at large. One of his dogs was injured, one was killed and a third was uninjured, the complaint states. The plaintiff holds Moses and Propst responsible because the defendants allegedly recklessly disregarded the plaintiff's rights, failed to use non-lethal means to capture his dogs and fired multiple shots at the dogs.

The plaintiff requests a trial by jury and seeks judgment against defendants for such sums reasonable within the premises, together with interest, litigation costs and for all other equitable relief. He is represented by Alyson Vamboras Antoon of Antoon Law Firm LLC in Lake Charles.
