Man accuses Springhill police chief of deprivation of civil rights

MONROE – A man claims his civil rights were violated by the police chief of Springhill during the execution of an arrest warrant.

Johntavious Rabb filed a complaint on Nov. 28 in the U.S. District Court for the Western District of Louisiana, Monroe Division against Springhill Police Chief Will Lynd alleging that the police officer violated the Fourth and 14th Amendments of the U.S. Constitution.

According to the complaint, the plaintiff alleges that on Jan. 15, he was wrongfully, unreasonably and unlawfully shot with rubber bullets by the defendant, causing him to sustain severe injuries, great pain of mind and body and incurred medical expenses. The plaintiff holds Lynd responsible because the defendant allegedly did not use handcuffs, baton, or pepper spray to incapacitate him. He alleges he posed no threat to officers, was not armed and did not attempt to commit battery.

The plaintiff requests a trial by jury and seeks compensatory and punitive damages, plus pre- and post-judgment interest, attorneys’ fees and costs and such other legal remedies as allowed by law. He is represented by Robert S. Noel II of Robert S. Noel II Law Office in Monroe.
