NEW ORLEANS – A Plaquemines Parish resident alleges that Vietnamese and Cambodian-Americans were discriminated against by BP's Vessels of Opportunity program to clean up the Deepwater Horizon spill.

Seng Lim filed a complaint on April 10 in the U.S. District Court for the Eastern District of Louisiana against the BP Exploration & Production Inc., BP America Production Co., BP PLC, Haliburton Co., et al. alleging breach of master vessel charter agreements.

According to the complaint, the plaintiff is a licensed commercial fisherman and alleges the Deepwater Horizon oil spill polluted the waters where he fishes/shrimps. He alleges he was unable to fish or shrimp for an extended period of time and lost profits. He also claims that the defendants hired less than 10 percent of Vietnamese-Americans and Cambodian-Americans for its Vessels of Opportunity program.

The plaintiff requests a trial by jury and seeks actual, compensatory and punitive damages, interest attorney's fees and all other relief he may be justly entitled. He is represented by Tu Thomas Hoang and Anh Joseph Cao of Cao Law Firm in Harvey.
