Louisiana Governor's Office issued the following announcement on May 21.
Gov. John Bel Edwards announced his appointments to several Louisiana boards and commissions.
Human Trafficking Prevention Commission Advisory Board
The Human Trafficking Prevention Commission Advisory Board’s mission is to assist state and local leaders in developing and coordinating human trafficking prevention programs, to identify gaps in prevention and intervention services, to conduct a continuing comprehensive review of all existing public and private human trafficking programs, to increase coordination among public and private programs to strengthen prevention and intervention services, and ultimately, to make recommendations with respect to human trafficking prevention and intervention.
Linsey L. Barnard of Shreveport has been appointed to the Human Trafficking Prevention and Advisory Commission. Barnard is the director of Hub Ministry and will serve as an executive director of a direct service program for victims.
Laura Clayton Kleinpeter M.D. of Baton Rouge has been reappointed to the Human Trafficking Prevention Commission Advisory Board. Kleinpeter is a pediatric emergency medicine specialist and was nominated by the Louisiana Chapter of the American Academy of Pediatrics.
Kathleen S. Richey Baton Rouge has been reappointed to the Human Trafficking Prevention Commission Advisory Board. Richey is the executive director of the Court Appointed Special Advocates.
Rafael F. Salcedo Ph.D. of Gretna has been reappointed to the Human Trafficking Prevention Commission Advisory Board. Salcedo is a clinical psychologist and was nominated by the Louisiana State Board of Examiners of Psychologists.
Angela R. Wiggins Harris of New Orleans has been appointed to the Human Trafficking Prevention Advisory Commission. Ms. Harris is a senior market development professional with Humana, Inc. Ms. Harris was nominated by the Louisiana Chapter of the National Association of Social Workers.
Associated Branch Pilots of the Port of New Orleans
The Board of Commissioners of the Port of New Orleans regulates the commerce and traffic of the port and harbor of New Orleans. The Board administers the public wharves, docks, sheds, and landings of the port which are owned and operated by the Board. The Board finances and constructs wharves and other structures necessary for the operation of the port and maintains said wharves and other structures, including the depths of water fronting said developments. The Board also provides light, water, police protection, and other services it deems advisable to such wharves and facilities and shall charge for the use of all facilities administered by the Board and for all services rendered such fees, rates, tariffs or other charges as it may establish.
Bryant J. Badeaux of Covington has been commissioned as a pilot with the Associated Branch Pilots of the Port of New Orleans. Badeaux is a graduate of the Texas Marine Academy and will begin his service June 1, 2021.
Stephen A. Steinmuller of Baton Rouge has been commissioned as a pilot with the Associated Branch Pilots of the Port of New Orleans. Steinmuller is a graduate of the United States Merchant Marine Academy in Kings Point, New York and will begin his service June 1, 2021.
Gary E. Taylor of Metairie has been commissioned as a pilot with the Associated Branch Pilots of the Port of New Orleans. Taylor is a graduate of the United States Merchant Marine Academy in Kings Point, New York and will begin his service June 1, 2021
Veterans Affairs Commission
The Veterans Affairs Commission is responsible for adopting and promulgating rules and regulations governing the operations of the Department of Veterans Affairs. Additionally, the Commission advises the department's Secretary of problems concerning the welfare of veterans and makes and publishes annual and special reports to the Governor concerning the operations of the department.
Michael R. Beissinger of Prairieville has been reappointed to the Veterans Affairs Commission. Beissinger is a reliability engineer at ExxonMobil and will serve at-large.
Bayou D’Arbonne Lake Watershed District
The Bayou D’Arbonne Lake Watershed District aids and assists the department of public works and is established as the governing authority of said district after the completion of the construction process by the said department of public works of the state of Louisiana.
Richard S. Royal of Farmerville has been reappointed to the Bayou D’Arbonne Lake Watershed District. Royal is a commercial lender at First National Bank and will represent Union Parish.
Department of Transportation and Development
The Department of Transportation and Development helps Louisiana to move onward by delivering a safe and innovative multimodal transportation and infrastructure system as well to plan, design, build and sustain a safe and reliable multimodal transportation and infrastructure system that enhances mobility and economic opportunity.
Joseph G. Hollins of Baton Rouge has been appointed to the Department of Transportation and Development. Mr. Hollins most recently served as special assistant to Gov. John Bel Edwards. He will serve as the executive director of the Louisiana Offshore Terminal Authority.
Louisiana State Arts Council
The Louisiana State Arts Council receives applications for matching federal funds available from the National Endowment for the Arts and such other funds made available to the council and make recommendations thereon. The Council reviews and approves or rejects said grant applications from other governmental units, community arts councils, and other private, nonprofit, and tax-exempt groups. Additionally, the Council advises departmental officers on the design and execution of an annual state plan consistent with the goals and policies of the department as provided by federal and state law, rules, and regulations, and submits the plan to the National Endowment for the Arts.
John R. Williams of Baton Rouge has been appointed to the Louisiana State Arts Council. Mr. Williams is deputy director of the Louisiana Municipal Association. He was nominated by Lt. Governor Nungesser and will represent the 6th Congressional District and the 2nd Planning District.
Amite River Basin Drainage and Water Conservation District
The Amite River Basin Drainage and Water Conservation District serves as a multi-parish authority to mitigate flood damage in the Amite River Basin. The Commission works to accomplish flood control measures by facilitating cooperation between federal, state and local governing bodies to foster floodplain management, maintaining and operating structures built under the auspices of the Commission, and coordinating river management within the basin.
Jack H. Harris of Prairieville has been appointed to the Amite River Basin Drainage and Water Conservation District. Mr. Harris is the president of VIP International and will represent Ascension Parish.
Louisiana Commission on Human Rights
The role of the Louisiana Commission on Human Rights is to enforce specific laws pertaining to discriminatory practices in the state of Louisiana. To accomplish this purpose, the Commission uses distinct procedures for intake, investigation, mediation, and determination to process official complaints of discrimination.
Louis H. Garrett of Monroe has been appointed to the Louisiana Commission on Human Rights. Mr. Garrett is a deputy clerk of court with the Ouachita Parish Clerk of Court. He will represent the 5th Congressional District.
St. Tammany Levee, Drainage, and Conservation District
St. Tammany Parish Levee, Drainage and Conservation District is a political subdivision of the state and has the primary duty to establish, construct, operate, or maintain flood control works related to hurricane protection, tidewater flooding, saltwater intrusion, and conservation.
Carolyn S. Monteith of Mandeville has been appointed to the St. Tammany Levee, Drainage, and Conservation District. Ms. Monteith is retired from Lockheed Martin Corporation and was nominated by the Mayor of Mandeville.
Board of Pardons and Committee on Parole
The Board of Pardons serves the citizens of Louisiana through informed decision making, thereby promoting public safety, addressing the needs of crime victims, and to facilitate successful reentry for offenders who have appropriately prepared for community supervision.
The Louisiana Committee on Parole’s mission is to serve the citizens of Louisiana through informed decision-making in clemency pursuits, and promoting public safety and facilitating successful reentry for returning residents.
The Honorable Bonnie Jackson of Baton Rouge has been appointed to the Board of Pardons and Committee on Parole. Judge Jackson served on the criminal bench of the 19th Judicial District Court for 28 years.
