Gov. Edwards Announces Boards and Commissions Appointments on July 23, 2021

Louisiana Governor's Office issued the following announcement on July 23, 2021.

Gov. John Bel Edwards announced his appointments to several Louisiana boards and commissions.  

Louisiana Gaming Control Board

The Louisiana Gaming Control Board regulates all gaming activities under its jurisdiction in a manner which instills public confidence and trust that gaming activities are conducted honestly and free from criminal and corruptive elements; to insure the integrity of individual gaming activities by the regulation of persons, practices, associations and activities within the gaming industry.

Ronnie S. Johns of Sulphur has been appointed to the Louisiana Gaming Control Board. Johns is the former senator from Louisiana Senate District 27. He will represent the 3rd Congressional District and will serve as the chairman.

Louisiana State Board of Medical Examiners

The mission of the Louisiana State Board of Medical Examiners is to protect and improve the health, safety, and welfare of the citizens of Louisiana through licensing, regulation, research, and discipline of physicians and allied health professionals in a manner that protects the rights and privileges of the licensees.

Robert C. Batson M.D. of New Orleans has been appointed to the Louisiana State Board of Medical Examiners. Batson is the Isidore Cohn, Jr., Professor and head of surgery with the LSU Healthcare Network and will represent LSU Health Sciences Center – New Orleans.

Patrick T. O’Neil M.D. of New Orleans has been reappointed to the Louisiana State Board of Medical Examiners. O’Neil is the vice-chair for adult psychiatry with the Tulane School of Medicine and will represent Tulane Medical Center.

Lester W. Johnson M.D. of Rayville has been reappointed to the Louisiana State Board of Medical Examiners. Johnson is the vice chancellor of academic affairs at LSU Health Shreveport. Johnson will represent the Louisiana Medical Society.

Louisiana Citizens Property Insurance Corporation

The Louisiana Citizens Property Insurance Corporation is a nonprofit organization created to provide insurance products for residential and commercial property applicants who are in good faith entitled, but unable, to procure insurance through the voluntary insurance marketplace.

William P. Chauvin of New Orleans has been appointed to the Louisiana Citizens Property Insurance Corporation. Chauvin is an executive mentor at Vistage Chair and was nominated by the Society of Louisiana Certified Public Accountants.

Capital Area Human Services District

The Capital Area Human Services District directs the operation and management of community-based programs and services relative to public health, mental health, developmental disabilities, and substance abuse services for the parishes of Ascension, East Baton Rouge, East Feliciana, Iberville, Pointe Coupee, West Baton Rouge, and West Feliciana.

Chalonda Banks Hollins of Baton Rouge has been appointed to the Capital Area Human Services District. Hollins is a social worker for the East Baton Rouge Parish School System. Hollins will represent East Baton Rouge Parish and will serve as an expertise in the field of mental health.

Louisiana State Board of Home Inspectors

The Louisiana State Board of Home Inspectors primary objective is to protect the safety, health, property, and welfare of the general public and to promote the vigorous growth of the real estate industry in the State of Louisiana. The Board evaluates the qualifications of applicants for licensure and grants licenses to those who qualify. It establishes rules and regulations to ensure the integrity and competence of licensees.

Paul D. Brunet of Lafayette has been appointed to the Louisiana State Board of Home Inspectors. Brunet is owner of inspector at Brunet Associates and will represent the 3rdCongressional District.

Fredrick W. Williams of Stonewall has been appointed to the Louisiana State Board of Home Inspectors. Williams is owner of Quality Home Inspection and will represent the 4thCongressional District.

Louisiana State Board of Drug and Device Distributors

The Louisiana Board of Drug and Device Distributors issues licenses for and regulates the distribution of legend drugs and legend devices by distributors within and into the state of Louisiana in order to safeguard life and health and to promote the public welfare.

James G. Delatte of Ponchatoula has been reappointed to the Louisiana State Board of Drug and Device Distributors. Delatte is the director of governmental affairs and policy at Horizon Therapeutics and will represent Pharmaceutical Research and Manufacturers of America.

Darrick A. LeBeouf of New Orleans has been reappointed to the Louisiana State Board of Drug and Device Distributors. LeBeouf is the director of governmental affairs at Pfizer and will represent Pharmaceutical Research and Manufacturers of America.

Bayou Lafourche Fresh Water District

The Bayou Lafourche Fresh Water District was established by the Louisiana Legislature in 1950 to provide fresh water to water purification facilities along Bayou Lafourche.

Hugh F. Caffery of Lockport has been appointed to the Bayou Lafourche Fresh Water District. Caffery is a manager at Valentine Chemicals and will represent the area north of the railroad tracks in Lafourche Parish.

Jacob A. Giardina of Thibodaux has been appointed to the Bayou Lafourche Fresh Water District. Giardina is retired and will represent Lafourche Parish.

Ray C. Mayet of LaRose has been reappointed to the Bayou Lafourche Fresh Water District. Mayet is an engineer with J. Wayne Plaisance Inc. and will represent the area south of the Intracoastal Waterway in Lafourche Parish.

Francis C. Richard of Thibodaux has been appointed to the Bayou Lafourche Fresh Water District. Richard is retired and will represent the area south of the railroad tracks in Lafourche Parish.

Louisiana State Board of Embalmers and Funeral Directors

The Louisiana State Board of Embalmers and Funeral Director's mission is to regulate embalmers, funeral homes, funeral directors, individuals engaged in the care and disposition of the deceased and handling consumer complaints.

Juan M. Joseph of Opelousas has been appointed to the Louisiana State Board of Embalmers and Funeral Directors. Joseph is funeral director at Williams Funeral Homes and will serve as a licensed funeral director. Joseph will represent District C.

Louisiana Drone Advisory Committee

The Louisiana Drone Advisory Committee’s mission is to regulate unmanned aerial and aircraft systems in Louisiana.

Leland A. Dwight of Bush has been appointed to the Louisiana Drone Advisory Committee. Trooper Dwight is sUAS Program Coordinator and chief pilot for the Louisiana State Police.  He will serve at-large.

Louisiana State Uniform Construction Code Council

The primary function of the council is to review and adopt the state uniform construction code, provide training and education of code officials, and accept all requests for amendments of the code, except the Louisiana State Plumbing Code. Specifically, the council establishes the requirements and process for the certification and continuing education of code enforcement officers, code enforcement inspectors, third party providers and building officials and determines whether amendments to the state uniform construction code are justified.

Eric L. Parnell of Baton Rouge has been appointed to the Louisiana State Uniform Construction Code Council. Parnell is the owner and an architect with ArchBoutant, LLC and will serve at-large.

Rodney R. Wallis of New Orleans has been appointed to the Louisiana State Uniform Construction Code Council.  Wallis is a member of the International Brotherhood of Electrical Workers Local Union 130 and will serve at-large.

Louisiana Drug Control and Violent Crime Policy Board

The Louisiana Drug Control and Violent Crime Policy Board reviews the needs of the state and local governments to make recommendations of funding to the Louisiana Commission on Law Enforcement to support a broad range of activities to prevent and control drug trafficking, drug related crime, and violent crime.

Billy Joe Harrison of Natchez, Louisiana was appointed to the Louisiana Drug Control and Violent Crime Policy Board. Harrison is the district attorney in Natchitoches Parish.  He was nominated by the Louisiana District Attorneys Association and will represent district attorneys from the middle area of the state.

James R. “Jimmy” Lestage of DeRidder was appointed to the Louisiana Drug Control and Violent Crime Policy Board. Lestage is the district attorney in Beauregard Parish. He was nominated by the Louisiana District Attorneys Association and will represent district attorneys from the western area of the state.
