Simmons Bank hires new vice president, assistant general counsel

LITTLE ROCK — Simmons Bank has hired Henry A. “Rusty” Barham III as the executive vice president for regulatory and consumer affairs and assistant general counsel.

Barham has been employed in the banking industry for more than 30 years. He received his bachelor’s and law degrees from Louisiana State University in the 1970s.

Barham has years of experience, including with Bank Secrecy Act operations and compliance.

He also served as senior vice president and director of Bank Secrecy Act operations for Hancock Holding Company/Hancock Bank and Whitney Bank in New Orleans. His responsibilities included serving as chief legal officer and as the board-appointed Bank Secrecy Act (BSA) anti-money laundering (AML) officer. Before that, he was senior vice president and director of BSA compliance at Whitney National Bank.

From March 2012 to April 2014, he served as corporate BSA/AML/OFAC [Office of Foreign Assets Control] officer for Associated Banc-Corp.

On his LinkedIn page, Barham said he ‘’[s]uccessfully [led] the remediation of an OCC [Office Of The Comptroller Of The Currency] imposed BSA Consent Order over a 23-month period" at Associated Banc-Corp.

Founded in 1903, Simmons First National Corp. operates as a bank holding company, according to its website.
