Former Military Member Sues Government Agency Over Alleged Nonconsensual Human Experimentation

A former military member has filed a federal lawsuit against a government agency, alleging severe emotional distress caused by nonconsensual human experimentation. Kelly Ray Hollis III lodged the complaint in the United States District Court for the Western District of Louisiana on June 27, 2024, naming the Defense Advanced Research Projects Agency (DARPA) as the defendant.

According to Hollis, from March 13, 2018, to June 21, 2024, he was subjected to an array of experimental regimes under DARPA's programs resembling its Brain Initiative and Avatar projects. These experiments allegedly involved psychological hazing, mind distortions, extreme sleep deprivation, and abnormal communication methods. Hollis claims that these actions were part of a larger scheme involving various facilities and laboratories across multiple states and even internationally.

The plaintiff recounts that during his deployment to Al Udeid Air Base in Qatar from December 30, 2019, to July 14, 2020, he realized he was part of a non-consensual experiment. He alleges that DARPA communicated with him through wireless telepathy frequencies known as "Silent Talk" or V2K (Voice-to-Skull). This communication purportedly led to auditory disturbances and vision distortions designed to reduce his morale and physical capabilities.

Hollis further details how his experiences continued upon returning stateside. While stationed at Barksdale Air Force Base in Louisiana from November 18, 2020, to December 30, 2021, he suffered a serious car accident allegedly caused by DARPA's neurotechnology manipulations. He describes instances where advanced electronics interfered with his car radio and brain-machine interface technology caused disorientation while driving.

The plaintiff asserts that these experiments have left him with severe depression, depersonalization disorder, fatigue, and a significant loss of quality of life. Diagnosed with PTSD by the Veterans Affairs hospital between January 6, 2023, and June 7, 2024, Hollis claims he is no longer able to work due to the mental health issues stemming from these alleged experiments.

In his complaint, Hollis seeks $175 million in damages for both economic and non-economic losses incurred over five years. Additionally, he requests an injunction against DARPA's Neuro Engineering Systems Designs program and its collaborative research partners to prevent further nonconsensual experiments involving technologies like V2K.

Representing himself pro se in this case (Case ID: 5:24-cv-00866), Kelly Ray Hollis III has verified the complaint under oath before notary public Laura Hodo.
