Plaintiff alleges local government violated constitutional rights over unpaid judgment

Allison Bridget Jasper has filed a lawsuit against the Plaquemines Parish Government, accusing them of violating her constitutional rights by withholding payment of a court-ordered judgment. The complaint was filed on February 26, 2025, in the United States District Court for the Eastern District of Louisiana. Jasper's suit claims that the parish has failed to pay her a judgment amounting to $787,237.29 and instead offered her a settlement that would require her to accept half of the judgment's face value without any additional costs or interest.

Jasper's legal battle with Plaquemines Parish began when she obtained a judgment on March 22, 2022, which was officially recorded on April 13, 2022. Despite this victory, Jasper alleges that the parish has not paid her any portion of the awarded amount. Instead, they have pressured her to participate in their Judgment Settlement Process, which would significantly reduce her compensation and require waiving all additional costs and interests associated with the judgment. This process is said to be designed to mitigate damages and losses for the parish but places an undue burden on creditors like Jasper.

The plaintiff argues that participating in this settlement process is impossible due to outstanding medical bills exceeding $250,000 and contractual obligations with her attorneys for contingency fees amounting to no less than forty percent of the award. Moreover, she accuses Plaquemines Parish of discriminatory practices by routinely paying other creditors who agree to participate in their settlement process while denying payments to those who do not comply.

Jasper's lawsuit asserts violations of several constitutional amendments: the Fifth Amendment for taking property without due process; the Eighth Amendment for cruel and unusual punishment; and the Fourteenth Amendment for unequal treatment under the law. She seeks relief through compensatory damages exceeding $100 million for monetary losses incurred due to these alleged violations. Additionally, she demands punitive damages against Plaquemines Parish and its agents for their intentional actions causing harm.
