Eight hour treatment delay causes second stroke, seaman claims in suit

A Louisiana seaman is seeking more than $10 million from his employer after he suffered a stroke, claiming his treatment was delayed approximately eight hours.

Gene Billiot filed suit against Two C's Marine on Sept. 13 in federal court in New Orleans.

Billiot states his symptoms began on June 18 as he noticed his fingers were tingling in his right arm. The next morning, Billiot discovered his right arm was "dead." He called the offices of his employer and states his employer said it would be necessary to obtain a relief captain.

Billiot argues there was no effort made by the defendant to expedite medical care or treatment.

According to the complaint, Billiot was brought to an emergency room approximately eight hours after calling his employer. He claims to have suffered a second stroke before he received medical care and treatment.

Billiot is represented by Remy Fransen, Jr. of Fransen & Hardin in New Orleans and Stanley Jacobs of Jacobs Manuel Kain & Aamodt in New Orleans.

U.S. District Judge Sarah S. Vance is assigned to the case.
